China endeavors to restore production at 10,000 small coal
mines

China's
State Administration of Work Safety (SAWS) is endeavoring
to help more than 10,000 small coal mines to resume production
after the severe winter weather, a source with the SAWS told
Xinhua on Thursday.
"More
than 2,700 coal mines saw production halted by power failures
caused by heavy snow in the central and southern provinces
of Hunan, Jiangxi, Yunnan and Guizhou," Li Yizhong, head
of the SAWS, has said.
Li said more than 13,200 coal mines, the majority of them
small coal mines, were scheduled to resume production soon,
as maintenance work was completed after the Spring Festival
holiday period.
The SAWS would stringently inspect safety equipment and procedures
at these mines before allowing them to resume normal production.
During the Spring Festival period last month, coal production
remained at 64 percent of capacity nationwide and 96.7 percent
of large state-owned mines remained in production.
"The
large state-owned coal mines have played a crucial role in
dealing with the snow havoc and we shall make efforts to build
more large, safe and efficient coal mines," Li said.

News
from the last CIMG monthly meeting
Nigel
Clark welcomed the attendees to meeting and announced the
Vivian Feng from Vale Inco as Vice Chair of the CIMG for 2008.
He then made an intoduction to the key speaker for the monthly
meeting.
Presenting
was Professor CUI Bin, who is currently head of Resource Environment
Economics Institute of China University of Geosciences (Beijing)
(CUG), member of Mining City Committee of China Mining Association
(CMA), director of China Society of Geological Economics and
director of China Gold Association (CGA). He has been long
engaging in teaching, scientific research and management in
such fields as minerals resource geology and minerals resource
economics.
He
presented on "Mining development of China" he particularly
focussed on mining in Western China. His presenation can be
downoaded here.
Of
partiular interest to members at the meeting was the discussion
after his presentation on mineral rights in China. This has
been a hot topic for some time. It was noted by members that
in some provinces EL's have not been issued for some time
and Prof CUI Bin was asked to comment. He mentioned this was
due to that some provinces were working on streamlining their
processes related to auction and bidding process. He was also
asked about the irregularity of the implementation of laws
from National level in the provinces and counties. It was
mentioned that the same law in many cases is implemented differently
in many provinces. He said this was due to the fact that provinces
may have a different interpretation of the law and therefore
will implement it differently.

Sustainable Mining 2008 - CIMG and CNIA Sustainable/CSR
Mining Roundtable Discussion
The CIMG Secretariat is happy to advise
that on April 16 the CIMG and CNIA will be hosting
a CSR/Sustainable
Mining Roundtable Discussion with industry leaders and government
officials in Nanning in Guangxi Province. The roundtable
discussion has the support and attendance of many government
departments and is part of the overall forum program of the
CNIA's annual Non Ferrous Metals Forum. This roundtable forms
part of the CIMG's sustainable mining work program for
2008/09. Information from the roundtable will form a framework
for a white paper on the Sustainable Mining/CSR in China's
mining sector.
The
roundtable seeks to enhance the understanding of sustainable
mining and CSR practices in the provincial areas of China.
It also seeks to create a platform to increase information
sharing between foreign and domestic mining companies on the
benefits, challenges and opportunities of adopting sustainable
mining and CSR practices.
The
CIMG is now seeking interested members to take part in this
roundtable. The focus on the roundtable will be an industry
panel made up of 10 participants (5 invited by the CIMG and
5 invited by the CNIA. Surrounding the roundtable will be
the audience who will be able to add to the discussion via
a moderator). As well, we are seeking interest from members
who may like to take part in forming a discussion group on
Sustainable Mining/CSR in China's mining sector.
There
are also limited sponsorship opportunities for the roundtable.
The CIMG Secretariat is seeking 2 sponsors of 15K RMB each
to help cover costs to host this roundatble. If you are interested

Taxation 2008
Since 2003
the CIMG has worked on creating a greater understanding of
Chinese Taxation as applied to the exploration and mining
industry. The CIMG undertook a number of workshops in 2003
and 2005 with the State Administration of Taxation and MOLAR.
Since
this time there has been further reform with Chinese Taxation.
In particular The Enterprise Income Tax Law took effect on
1 January 2008. As you know enterprises must immediately review
the new guidance in these Rules to determine how it affects
their business model, investment structure and financing strategy.
Members
indicated in the membership survey their wishes for the CIMG
to take on taxation as a key project for the CIMG's work in
2008. The CIMG has taken this on board and is in the process
of planning how and what to lobby the State Administration
of Taxation on. It is hoped that this process will lead to
a taxation white paper, meetings with the State Administration
of Taxation, etc. The outcome of this work will be to enhance
the understanding of taxation and its implementation for the
mining industry.
As
a starting point the CIMG Secretariat has put together a discussion
group of taxation specialists from the ranks of its CIMG members.
The CIMG is seeking further expressions of interest from members
to be part of this discussion group.
It
is hoped that this group will work with the Secretariat on
this project. For

CIMG
White Paper 2008
and MOLAR Roundtable in April
Last year's
White Paper has been well recieved by MOLAR and other government
departments. A recent meeting with MOLAR indicated that
the CIMG's White Paper 2007 provided a useful information
that they would like to further analyse. As such, the CIMG
Secretariat has begun planning with MOLAR a roundtable discussion
to be held in April.
Given
the momentum from last year's white paper and this upcoming
roundtable with MOLAR the CIMG will be starting the process
of formulating the White Paper 2008 earlier this year. Doing
so wil enable the members to add more input and build upon
the foundations of last year's white paper.
The CIMG Secretariat will email advice soon on the first meeting
of the White Paper Discussion Group. This group will be responsible
for assisting the Secretariat in drafting the CIMG White Paper

Update
from CIMG's Coal Discussion Group
The CIMG's Coal Discussion Group met in late February to
discuss topical issues with the China Coal Information Institute
(CCII). The group discussed some key issues/trends that have
been historically present in the coal sector in China.
One key point discussed was management of coal operations
in China. The CCII representative noted that many problems
arising in the coal sector in China are management related.
These problems included safety, logistics, etc. These problems
were heightened by the large number of certificates (managed
by two different government agencies) needed to be obtained
by the mine. It appeared that such process was hard to enforce
and to properly implement. It was recognized by those at the
meeting that the CIMG might be able to assist by holding a
joint management workshop with the CCII and Chinese coal companies.
The CIMG members had raised the question of contract mining
in China's coal sector and how this was regulated. The CCII
representative noted that contract mining was common in China,
but there were no formal regulations or policy on how this
is done. He asked more information on contract mining was
regulated in other countries.

on the CIMG's Website
The CIMG Secretariat is currently updating the website.
To create additional value for members parts of the CIMG website
will soon only be available to members. These sections
will be "Policy and Regulations" and the "Current
News" sections. To access these areas members will require
a password. These will be emailed shortly to members.

and Chinese Media - CIMG Member Submissions Wanted
The CIMG is now
contributing to a number of publications. The Secretariat is
seeking content related to Environment, Community, Safety and
Technology. Articles should be case studies, in Chinese and
2 pages long. This is a unique chance to share information
and promote the international mining community in China. If
you are interested in submitting an article, please send your
article as a word document to auslan@cimg.org.cn.

2008 China Nonferrous Metals Mining Forum

2008 China Nonferrous Metals Mining
Forum will be held in Nanning, Guangxi Province between 15th
-19th April 2008. This forum will focus on South Western China
as an important production and reservation base for the nation's
nonferrous metals and gold mineral resources, which accounted
for more than half of the total reserves and became the primary
provider of China's nonferrous metals raw materials. The forum
in the past has been well attended with many seminar sessions
on mining development and other potential projects. The
CIMG and the CNIA will be holding a roundtable on April 16th.
The aim of the roundtable is to bring together domestic and
foreign companies to discuss the challenges facing the implementation
