Jinshan opens the Toronto Stock Exchange

On
Monday March 3rd, Jay Chmelauskas, President of Jinshan Gold
Mines, and Mr. Wang Min, Vice-Minister of the Ministry of
Land and Resources, The People's Republic of China rang the
opening bell on the Toronto Stock Exchange.
Mr.
Chmelauskas and Mr. Wang were joined at the TSX ceremony by
members of Jinshan's management team, senior executives from
the Ministry of Land and Resources and other representatives
of the Chinese mining industry.
Jinshan
was well represented at the Prospector and Developers Conference
during the week in Toronto. PDAC is one of the world's largest
mining conferences and attracted approximately 20,000 attendees.
New
Chinese law will regulate geologists, prospectors
(www.mineweb.com)
China's Central Government announced
in March that it will increase control over the qualifications
of the nation's geologists and prospectors through the Provisions
on the Management of Qualification of Geological Prospectors.
Premier
Wen Jiabao signed the statute into law Saturday, which will
begin implementation in July, according to official news agency
Xinhua.
The
status is comprised of six sections regarding issues from
application, approval and supervision to responsibilities.
The Land Resources Administration Department of the State
Council of China's Cabinet will be responsible for approving
the qualification of geological prospectors, including those
from sea and ocean, petroleum and gas, aerial survey and other
A-class professionals.
Provincial
departments in charge of land resources will have the right
to approve lower-level prospectors.
Chinese
regulators will record the experience, achievements, reputation,
official appraisals, public complaints, and criminal records
of prospectors. The geologists will not be permitted to perform
tasks beyond their qualifications nor file false reports on
their work. They are also not allowed to lend their qualifications
to others.
Officials
who abuse their power by issuing qualifications to unqualified
individuals will be punished in accordance with the law, according
to Xinhua.

News
from the last CIMG monthly meeting
Auslan
Ishmael welcomed the attendees to meeting and then made an
intoduction to the speakers for the monthly meeting.
This
meeting focussed on "Recent Trends in Environmental Permitting
in China and the Region". Environmental permitting is
a key instrument for regulating a wide spectrum of industry's
environmental impacts, facilitating their compliance with
environmental requirements and promoting technological innovation.
China has been exploring possibilities of a progressive move
toward an integrated permitting system. What can we possibly
expect in the coming years? What does this mean for the industry?
This meeting covered these topics and was followed by a lively
discussion.
Speaking
were Piers Touzel, Director - Strategic Services, ERM and
Dr John Coulter a researcher from Tsinghua University.
Piers
covered many topics including the EIA process. He stressed
in particular that the process was becoming stricter with
additional requirements being introduced over recent years.

John
provided interesting comments of the continuing push by central
regulators on the development of environmental policy in China.
He noted that regulators were looking at the "circular
economy" as a model for future policy. The process of
drafting, review and discussion of this policy through to
coming into effect could still be two more years, he said.

Sustainable Mining 2008 - CIMG and CNIA Sustainable/CSR
Mining Roundtable Discussion - Sponsored by Rio Tinto
The CIMG Secretariat is happy to advise
that on April 16 the CIMG and CNIA will be hosting
a CSR/Sustainable
Mining Roundtable Discussion with industry leaders and government
officials in Nanning in Guangxi Province.
The CIMG Secretariat would like to thank Rio Tinto for
thier kind support of this initiative.
The roundtable discussion has the support and attendance of
many government departments and is part of the overall forum
program of the CNIA's annual Non Ferrous Metals Forum. This
roundtable forms part of the CIMG's sustainable mining
work program for 2008/09. Information from the roundtable
will form a framework for a white paper on the Sustainable
Mining/CSR in China's mining sector.
The
roundtable seeks to enhance the understanding of sustainable
mining and CSR practices in the provincial areas of China.
It also seeks to create a platform to increase information
sharing between foreign and domestic mining companies on the
benefits, challenges and opportunities of adopting sustainable
mining and CSR practices.

Taxation Discussion
Group 2008
Since 2003
the CIMG has worked on creating a greater understanding of
Chinese Taxation as applied to the exploration and mining
industry. The CIMG undertook a number of workshops in 2003
and 2005 with the State Administration of Taxation and MOLAR.
Members
indicated in the membership survey their wishes for the CIMG
to take on taxation as a key project for the CIMG's work in
2008. The CIMG has taken this on board and is in the process
of planning how and what to lobby the State Administration
of Taxation on. It is hoped that this process will lead to
a taxation white paper, meetings with the State Administration
of Taxation, etc. The outcome of this work will be to enhance
the understanding of taxation and its implementation for the
mining industry.
Last
month the taxation discussion group formed of taxation specialists
from the ranks of its CIMG members met. They concluded that
many of the issues raised to the State Administration of Taxation
are still unresolved. As such, they will be working with the
CIMG Secretariat on producing a taxation white paper and intend
to meet with the State Administration of Taxation in the coming
months.

CIMG
White Paper 2008
and MOLAR Roundtable in April
Last year's
White Paper has been well recieved by MOLAR and other government
departments. A recent meeting with MOLAR indicated that
the CIMG's White Paper 2007 provided a useful information
that they would like to further analyse. As such, the CIMG
Secretariat has begun planning with MOLAR a roundtable discussion
to be held in late April/Early May.
Given
the momentum from last year's white paper and this upcoming
roundtable with MOLAR the CIMG will be starting the process
of formulating the White Paper 2008 earlier this year. Doing
so wil enable the members to add more input and build upon
the foundations of last year's white paper.
Apart from the meeting with MOLAR the CIMG Secretariat
would like to inform members of first meeting of the White
Paper Discussion Group. This group will be responsible for
assisting the Secretariat in drafting the CIMG White Paper
2008 and will meet on 9 April at 4.30pm at the offices of
Allens Arthur Robinson. For more information or to take

Extractives
Industry Working Group on CSR
It is with great excitement the CIMG Secretariat advise members
of this initiative. Late last year in the membership survey
it was discussed that Sustainable Mining/CSR form a pinnacle
part of the CIMG's work program. After the CIMG Secretariat's
discussion with the Business of Social Responsibility (BSR)
on the importance of CSR in China it was thought that it would
be beneficial for these two groups to work together.
As
such this "Extractives Industry Working Group on CSR
" is a joint initiative between BSR and the CIMG and
held its first meeting in late March. It is hoped that this
group will work in unison to:
- Enhance
the understanding of sustainable extractives industry in
China and explore how our concepts of sustainability and
CSR are
changing and are specific in nature to China.
- Create
a platform to increase information sharing between foreign
and
domestic extractive companies on the benefits, challenges
and
opportunities of adopting sustainable extracting and CSR
practices.
- Work
on
White Paper research project to better understand the root
causes of these challenging situations and what companies
can do to
navigate them better. The findings of the roundtable discussion
will
become part of research aimed to lobby China policymakers.

The NBK Institute of Mining Engineering" at UBC in Vancouver
is pleased to announce a new internship opportunity for international
applicants to its innovative Master of Engineering Program.
Four qualified international applicants will be offered an
eight-month internship with Wardrop Engineering of Canada.
Successful applicants will begin the Mining Engineering MEng
program in August, undertake nine months of intensive study,
and then work at one of four Wardrop Engineering offices across
Canada. Interns will work as part of a team developing mining
projects. Internship salaries will range from $3000 to $5000/month
and interns will be considered for fulltime employment in
Wardrop's Beijing office, or in Canada. Applicants must have
an applicable undergraduate engineering degree, good marks

seeking content related to Environment, Community, Safety and
Technology. Articles should be case studies, in Chinese and
2 pages long. This is a unique chance to share information

The
Centre for Exploration Targeting (CET) has been established
by The University of Western Australia (UWA), Curtin University
of Technology (Curtin) and the exploration industry, with
key funding support from the Government of Western Australia,
through the Centres of Excellence in Science and Innovation
Program.
CET
is located within the School of Earth and Geographical Sciences
at UWA and commenced operation on 9 August 2005.
This
new Centre is aimed squarely at the mineral industry's need
to increase the discovery of new mineral deposits. Its five
integrated research themes reflect the belief that more effective
targeting, coupled with independent action to reduce the risks
of value destruction, will deliver outcomes that can significantly
improve the risk : reward ratio. The Centre has five key objectives:
- Develop
practical technologies to increase the effectiveness of
brownfields and greenfields exploration, especially in covered
terranes, and at depth
- Develop
methods for integration of the business and science of exploration
through improved assessment of risk and value
- Advance
the science of exploration targeting in close collaboration
with other research groups and industry
- Train
new generations of postgraduates with skills directly relevant
to exploration targeting
- Develop
demand for the Centre's outputs, at the State, national

The global Green Lead project comes to China
The
global Green Lead project is an initiative of the lead industry.
With the assistance of BHP Billiton and a number of Chinese
based companies the Green Lead project has come to China.
The vision of the Green Lead project is to independently certify
that producers are applying best practice to all aspects of
the product life cycle - mining, processing, transporting,

2008 China Nonferrous Metals Mining Forum

2008 China Nonferrous Metals Mining
Forum will be held in Nanning, Guangxi Province between 15th
-19th April 2008. This forum will focus on South Western China
as an important production and reservation base for the nation's
nonferrous metals and gold mineral resources, which accounted
for more than half of the total reserves and became the primary
provider of China's nonferrous metals raw materials. The forum
in the past has been well attended with many seminar sessions
on mining development and other potential projects. The
CIMG and the CNIA will be holding a roundtable on April 16th.
The aim of the roundtable is to bring together domestic and
foreign companies to discuss the challenges facing the implementation
of sustainable mining in China. We urge members and other
companies to join in this discussion.
