New energy consumption standards released

China released 46 national standards on energy consumption issues ranging from coal-fired power to household induction cookers Friday, as part of efforts to promote energy conservation throughout the country. The standards will improve implementation of China's energy conservation law, which took effect at the beginning of this month, guaranteeing a reduction in energy intensity and pollutants for enterprises and the supervision work of government departments, said Liu Pingjun, chief of the National Standardization Management Commission.

Liu told reporters that China currently had 46 standards, including 37 newly formulated and nine revised standards, of which 36 were mandatory. Most of the standards will go into effect on June 1 and the others are scheduled to take effect sometime on or before November 1.

The standards involve energy consumption norms on 22 products in five high energy consumption industries such as power, steel and building materials, fuel consumption limits on five vehicle types, energy efficiency grades on 11 consumables for end-users such as household induction cookers and water heaters, and eight calculation and measurement principles.

After their implementation, those items that do not meet the standards will be banned for production, sale and use. Ten to 20 percent of high energy-consumption products will fall into disuse, said He Bingguang, an official with the National Development and Reform Commission.

Energy consumption for such industries as power, steel and building materials currently accounts for 40 percent of the country's total energy use, according to He.

However, some experts were not optimistic about the success of the standards. "What if those products which fail to meet the standards are nonetheless produced, sold and used?" said Jin Yuefu, deputy chief engineer of China Automotive Technology & Research Center.

High up-front costs often blind consumers to the greater cost-efficiency of energy-saving products in the long run, according to Jin.

On the other hand, tight government control over key energy prices is in effect subsidizing enterprises that drag their feet in improving energy efficiency.

The new law and standards will hopefully boost the country's energy-saving drive if the authorities also add other administrative measures to encourage energy conservation in coordination, said Jin.

News from the last CIMG monthly meeting
Nigel welcomed the attendees to the meeting and made an introduction to the NDRC International Co-operation Centre (NDRC ICC) who were present at the meeting.

At this meeting the CIMG and the NDRC signed a co-operation agreement. The agreement will form the foundation to the CIMG and NDRC collaborating on future projects relevant to the development of China's mining industry, economy and society.

The NDRC ICC also presented on its main functions. The NDRC ICC is an organization directly under the jurisdiction of NDRC. It has an independent legal status and is the NDRC's portal for international co-operation. The NDRC ICC maintains broad contacts and close relations with departments of the Chinese central and local governments, domestic academic circles and businesses.

Director General Zhang from the NDRC ICC described the main functions of ICC are as follows:

  • To organize and implement cooperation programs signed between NDRC and foreign governments, international organizations, institutions as well as foreign companies;
  • To conduct international seminars, workshops, lectures and training courses of synthetic and special topics in the fields of economic development and system reform;
  • To organize and research international economic issues;
  • To manage the procedures for overseas study tours and training groups related to ICC;
  • To serve as host for foreign organizations, civil institutions and companies visiting China and assist them in exploring business opportunities;
  • To provide consulting services for foreign investors and introduce cooperation partners to them;
  • To set up commercial and industrial entities;
  • To edit, translate and publish materials in both Chinese and English on economic development and system reform;
  • To publish an internal semi-monthly magazine entitled Perspectives.

The NDRC ICC has eleven divisions, which include General Administration, International Cooperation, Foreign Affairs, Information and Consulting, Training, Research, Development, Industry, International Economy, Institute of Cultural Industry, and Institute of Assets Management.

Director General Zhang also outlined one of their current projects in relation to climate change. The NDRC ICC in co-operation with the China Green Foundation, the NEWS & Information Center of People's Daily and the Corporate Citizenship Center of Boston College will jointly hold the program named "All Are Making Efforts: The World, China and Ourselves-Responding to the Situation of Global Warming -Planting Program on Corporate Social Responsibility for Foreign Organizations/Enterprises in China, 2008". It was mentioned that climate change has influenced ecological environment worldwide, attracting great attention of the international society. This program aims to spread the concept of tree planting and emission reducing among foreign enterprises and institutions in China, showing their decisiveness in responding to the challenge of global warming. The NDRC ICC and CIMG will in the near future work on joint projects such as sustainable mining, foreign investment in China's mining industry and sharing information to domestic companies investing abroad.

Update - CIMG Sustainable Mining 2008 - CIMG and CNIA Sustainable/CSR Mining Roundtable Discussion - Sponsored by Rio Tinto
This event held in conjunction with the CNIA was a great success with other 50 attendees from domestic industry and government. The roundtable discussion was lively and the presentations made by the CIMG members clearly showed the benefits and options of how a mining company can be sustainable in China.

The roundtable highlighted that domestic mining companies are well aware of sustainable mining practices and CSR being that many regulatory requirements in this area have recently been introduced. Still though, sustainability and CSR is seen as a relatively new concept and many of the domestic participants were unsure of the sustainability and CSR options/tools available to them.

At the end of the meeting the CIMG and CNIA sought to continue this dialogue and information sharing to enhance the understanding of sustainable mining and CSR practices in the provincial areas of China.

CIMG Taxation Discussion Group 2008
Since 2003 the CIMG has worked on creating a greater understanding of Chinese Taxation as applied to the exploration and mining industry. The CIMG undertook a number of workshops in 2003 and 2005 with the State Administration of Taxation and MOLAR.

Members indicated in the membership survey their wishes for the CIMG to take on taxation as a key project for the CIMG's work in 2008. The CIMG has taken this on board and is in the process of planning how and what to lobby the State Administration of Taxation on. It is hoped that this process will lead to a taxation white paper, meetings with the State Administration of Taxation, etc. The outcome of this work will be to enhance the understanding of taxation and its implementation for the mining industry.

The taxation discussion group of the CIMG was formed in March 2008. They are currently working with the CIMG Secretariat on producing a taxation white paper and intend to meet with the State Administration of Taxation in the coming months.

CIMG White Paper 2008 and MOLAR Roundtable in July

Last year's White Paper has been well recieved by MOLAR and other government departments. A recent meeting with MOLAR indicated that the CIMG's White Paper 2007 provided a useful information that they would like to further analyse. As such, the CIMG Secretariat has begun planning with MOLAR a roundtable discussion to be held in late April/Early May.

Given the momentum from last year's white paper and this upcoming roundtable with MOLAR the CIMG will be starting the process of formulating the White Paper 2008 earlier this year. Doing so wil enable the members to add more input and build upon the foundations of last year's white paper.

Apart from the meeting with MOLAR the CIMG Secretariat would like to inform members of first meeting of the White Paper Discussion Group. This group will be responsible for assisting the Secretariat in drafting the CIMG White Paper 2008 and will meet on 9 April at 4.30pm at the offices of Allens Arthur Robinson. Extractives Industry Working Group on CSR
It is with great excitement the CIMG Secretariat advise members of this initiative. Late last year in the membership survey it was discussed that Sustainable Mining/CSR form a pinnacle part of the CIMG's work program. After the CIMG Secretariat's discussion with the Business of Social Responsibility (BSR) on the importance of CSR in China it was thought that it would be beneficial for these two groups to work together.


As such this "Extractives Industry Working Group on CSR " is a joint initiative between BSR and the CIMG and held its first meeting in late March. It is hoped that this group will work in unison to:

  • Enhance the understanding of sustainable extractives industry in
    China and explore how our concepts of sustainability and CSR are
    changing and are specific in nature to China.
  • Create a platform to increase information sharing between foreign and
    domestic extractive companies on the benefits, challenges and
    opportunities of adopting sustainable extracting and CSR practices.
  • Work on White Paper research project to better understand the root
    causes of these challenging situations and what companies can do to
    navigate them better. The findings of the roundtable discussion will
    become part of research aimed to lobby China policymakers.

UBC: The NBK Institute of Mining Engineering at UBC - Internship opportunities
"UBC: The NBK Institute of Mining Engineering" at UBC in Vancouver is pleased to announce a new internship opportunity for international applicants to its innovative Master of Engineering Program. Four qualified international applicants will be offered an eight-month internship with Wardrop Engineering of Canada. Successful applicants will begin the Mining Engineering MEng program in August, undertake nine months of intensive study, and then work at one of four Wardrop Engineering offices across Canada. Interns will work as part of a team developing mining projects. Internship salaries will range from $3000 to $5000/month and interns will be considered for fulltime employment in Wardrop's Beijing office, or in Canada. Applicants must have an applicable undergraduate engineering degree, good marks and strong English abilities.
