In China, one of the major hurdles is an immense regulatory framework that is changing frequently and is difficult to understand for the foreign enterprises. As a variety of government agencies are often involved in the formulation of new laws ongoing changes can cause potential for inconsistencies. The aim of the CIMG with its project work is to create platforms to enhance the understanding of China's regulatory framework for the benefit of those involved in China's mining sector.
Much progress has been made in the laws, rules and regulations to assist investment in the mining sector in the China. Many new laws were promulgated in China in 2005 and the authorities in China will soon reform the current mining law.
The CIMG projects assist in this reform by providing a channel for industry to share thoughts on policy and recent industry developments. CIMG projects address safety, environment and community issues as well as business issues relevant to the mining sector. Creating a level-playing field for all players, domestic and foreign, is key.
An example of the CIMG's work was in 2004 where the CIMG worked on a complete review of the current mining law and submitted an 80-page report to the Ministry of Land and Resources on its findings. Subsequent round table meetings with the authorities have shown consistency in views of how the law may be revised. The CIMG also regularly facilitates environmental workshops, topical seminars, missions with a number of key government departments and domestic industry associations to showcase that mining is sustainable.
